About GAP

The Governance Accountability Project (GAP) for Bosnia and Herzegovina (BiH) is designed to build the capacity of a critical mass of municipalities to better serve their citizens within a policy and fiscal framework of good governance. Neither strong local government nor policy alone is sufficient; together, the two mutually reinforcing elements establish the basis for a sustainable reform process and improved delivery of services. The approach to implementing GAP is straightforward: be strategic, flexible, and responsive; provide expert service; and focus on getting things done.

This jointly funded project with support from the United States Agency for International Development (USAID), the Embassy of the Kingdom of the Netherlands and the Swedish International Development Cooperation Agency (Sida) will work initially with 56 municipalities and will add another 15 municipalities in 2009. GAP has two components: Local Interventions, which includes providing the technical assistance and community development co-financing, and Policy Interventions, assisting all BiH municipalities with functional and fiscal decentralization and creating an environment conducive to democratic government.

GAP is currently assisting 41 legacy partner-municipalities: Banja Luka, Bihać, Bosansko Grahovo, Breza, Bugojno, Bužim, Čelić, Doboj Istok, Drvar, Goražde, Foča, Fojnica, Gradačac, Gradiška, Jablanica, Kakanj, Kalesija, Konjic, Lopare, Ljubuški, Mostar, Mrkonjić Grad, Nevesinje, Novo Sarajevo, Posušje, Prozor-Rama, Rogatica, Rudo, Sanski Most, Srebrenica, Srbac, Teslić,  Tomislavgrad, Travnik, Trebinje, Tuzla, Velika Kladuša, Vlasenica, Vogošća, Vukosavlje and Živinice.   Beginning this year, GAP has added another 15 partner-municipalities:  Banovići, Bosanski Petrovac, Cazin, Čitluk, Gračanica, Ilidža, Ilijaš, Kladanj, Livno, Petrovo, Ribnik, šipovo, široki Brijeg, Trnovo and Visoko
