CIP Opening in Municipality of Kostajnica

Two capital projects, completed in September 2011, in cooperation with USAID/Sida/EKN GAP 2, were ceremonially opened yesterday in the presence of H.E. On November 30, 2011 GAP organized a conference on Gender Sensitive Budgeting Printogether with OSCE Tuzla regional office. Conference was attended by many representatives of municipal departments for budget and finance, Commissions for Gender Equality and civil society sector representatives from municipalities of Gradiška, Bihać, Teslić, Kostajnica, Tuzla, Gračanica, Gradačac, Teočak, Sapna, Kalesija, Živinice, Banovići, Doboj Istok, Srebrenik, Kladanj and Lukavac.

MAP Project “Plan for attracting investments” in Ribnik municipality

On May 25th and 26th, 2011, GAP consultant, Mr. Zlatan Musić and GAP Local Government Reform Coordinator Mr. Siniša Petrović worked with municipality of Ribnik to start preparation of the “Plan for attracting investments” at the local level.

Workshops on Youth Strategic Planning in Municipalities of Kostajnica, Gradiška, Srbac, Teslić, Čelić and Kladanj

During month of October, GAP Youth and Gender Advisor for Tuzla and Banjaluka partner municipalities, performed seven workshops on Strategic Planning and Draft Action Plan Development, Analysis/Problem Definition Methodology, SWOT analysis and vision creation for both Youth and Gender GAP Project Component.

GAP partner municipalities work continuously to improve their performance and their communication with citizens. However, they quite often lack adequate statistical information and other relevant inputs that can help them both improve performance and evaluate the needs for a long-term planning.

CIP opening in Bosanska Krupa Municipality

Bosanska Krupa, September 28, 2011 – Mayor of Bosanska Krupa, Mr. Armin Halitovic and the representative of Sida, Mr. Mario Vignjevic have ceremonially opened two recently completed CIP projects in the Municipality of Bosanska Krupa - „Paving of the street Patriotske lige „ and the „Reconstruction of the Omladinska street”. These projects were co-financed by Bosanska Krupa Municipality and the USAID/Sida/EKN GAP 2, within the Capital Investment Program of Bosanska Krupa Municipality.

On September 20, GAP Consultant presented draft Local Environmental Action Plan to the Municipal Mayor, GAP and LEAP Coordinator from the municipality. The document is a result of a 6-month process in which, GAP consultant had five workshops and two presentations related to SWOT analysis, problem tree analysis, survey implementation, gap analysis, project definition, vision and mission statement development and public campaign implementation).

This is the first in a series of programmatic workshops prepared for the municipal staff that followed successful selection process and signing of the SoW. The participants were Heads of responsible departments and other key staff for implementation of the project.

After the respected donors of Governance Accountability Project (GAP), USAID, SIDA and EKN had approved a list of 10 municipalities in BiH to be a part of the activity to support local communities in the Federation of BiH in treasury system introduction on local level, GAP Municipal Finance and Treasury Specialist, Ms. Merdža Handalić, accompanied by Senior Local Interventions Coordinator, Tanja Mihajlović, held initial meetings in the municipalities of Cazin, Bosanska Krupa, and Bužim.

3rd Congress on Local Self Government in RS : “Strengthening citizens’ participation at local level ” was held on April 27 and 28 in Teslić. The Congress was organized by the RS Ministry of Government and Local Self government and the RS As sociation of Cities and Municipalities. 

The Associations of cities and Municipalities of Republika Srpska and the Federation of B&H and GAP signed a Protocol on Handover of Products

Sarajevo, June 8, 2011  ‐  Two Associations of Local Authorities in Bosnia and Herzegovina, the Association of Cities and Municipalities of RS (SOGRS) and the Association of Cities and Municipalities of the FB&H (SOGFBIH) organized a donor coordination meeting in Sarajevo.  

SIGNING CIP PROJECTS FOR COHORT 4 MUNICIPALITIES

Governance Accountability Project (GAP) has finished selection of capital projects in eight CIP Cohort 4 partner municipalities. This round of CIP projects includes eight partner municipalities and 18 capital projects in total (see table attached).

Opening of the reconstructed Livno Municipal Building

Opening ceremony of the Livno Municipal building took place on April 20, 2011. The ceremony marked completion of a joint effort of Livno Municipality and GAP. Besides GAP representatives and municipal staff, numerous guests from B&H public life were present at this important event. In his speech, the Mayor, Mr. Luka Čelan, mentioned the improvements in the local administration that municipality Livno has experienced in the past few years, with the assistance from GAP, and thanked the GAP staff for great cooperation and support.

Citizens of three local communities of Ribnik Municipality (Donji Vrbljani, Previja and Krndijica Brdo) have several occasions to celebrate on April 14. Even though the ceremonial opening was organized in the Local Community Donji Vrbljani, in the Satellite School building, it marked successful completion of all three projects, successfully implemented in cooperation of Ribnik Municipality and USAID/Sida/EKN GAP. Ceremonial opening of a joint project of Cazin Municipality and USAID/Sida/EKN GAP 2, titled “Construction of sidewalk and street‐lights in Žrtava domovinskog rata Street” took place on April 13, 2011, in the presence of H.E. Sweder van Voorst tot Voorst, Ambassador of the Kingdom of the Netherlands, Mr. Mario Vignjević (Sida), Mr. Marinko Šakić (USAID), Mr. Boris Maslo (GAP COP), Mrs. Fatima Krivošija (EKN), representatives from neighboring municipalities and numerous citizens of Cazin.

The European integration process is of paramount importance for ensuring that fundamental European values are shared by all Europeans. The European Charter of Local Self-Government is an essential basis for defining the principles of local self-government, but in itself, it does not define what constitutes good local government and governance. In that respect, the Council of Europe has developed a 12-point strategy for innovation and good governance

IPA Training in Partner Municipalities of GAP Tuzla Region

During the period March–April, training activity took place in Kladanj and Banovići on EU Instruments for Pre‐Accession Assistance (IPA) aimed to enhance municipal capacity to develop project proposals for IPA cross border cooperation programs.  

Briefing paper for Bosanko Grahovo Municipality

Bos. Grahovo implemented CDPC methodology for a first time in 2005 and in 2009 has repeated the same methodology. CDPC Commission has 15 members. During the public campaign in June 2009, Bosanko Grahovo has collected 58 applications.52 applications were submitted by citizens, 3 by NGO’s, 2 by MZ and only 1 by municipality itself. All projects received were scored by CDPC adopted criteria and priority lists were prepared.

Breza in GAP Phase II

Municipal Action Plan (MAP) Partnership with Breza Municipality has started on 27 December 2004. As a follow-up to the previous achievements with GAP, the Municipal Action Plan was adopted by the Municipal Council on 26 June 2008, setting the two following priority areas for technical and material assistance
